The Airport Link & Northern Busway (APL) is a 6.7km twin tunnel in the northern suburbs of Brisbane, connecting the CLEM7 and Legacy Way tunnels (via an inner city bypass) to the Brisbane Airport and Australian Trade Coast Precinct.
The project consisted of complex tunnelling works including TBM and roadheader tunnels, with permanent concrete lining throughout. The scope of works also included the construction of tunnel portals with transitions to the surface road network.
JAGCON Group worked with the Thiess John Holland Joint Venture providing project management services, expert advice on constructability & senior engineers throughout the lifecycle of the project.

Formerly known as North-South Bypass Tunnel (NSBT)
Brisbane, QLD
The M7 Clem Jones Tunnel (CLEM7), formerly known as the North-South Bypass Tunnel (NSBT), is a 6.8km twin-lane tunnel beneath the Brisbane River, completed in 2010 to reduce congestion and improve connectivity between Brisbane’s northern and southern suburbs.
Constructed using Tunnel Boring Machines (TBMs) and roadheaders, it reaches a depth of 60 meters and features advanced ventilation and safety systems.
Bobby Saeheng initially worked in the design management team coordinating the Gibbon Street shaft and tunnel design. He then went on to plan and construct the suspended concrete slab (the smokeduct) in the tunnel. Following that, he led the completions work for tunnel opening.

– Design Coordinator
– Site Engineer
– Project Engineer
– Senior Project Engineer

City Rail Link is New Zealand’s largest ever transport infrastructure project, aiming to greatly improve connectivity of the Auckland rail network and allowing it to almost quadruple its capacity.
It includes twin 3.5km rail tunnels underneath Auckland’s CBD, with two new underground stations and the redevelopment of two existing stations. A combination of cut-and-cover, TBM, and mined tunnelling techniques were used.
JAGCON Group worked with the Link Alliance providing an early Peer Review of the design and construction methodology for Karanga-a-Hape Station. This included design optimisation, site layout review, and detailed analysis and commentary on methods, sequencing, and program for excavation and lining works.

Fortescue aims to develop hydropower resources to support the establishment of green energy and green product industries around the world.
Fortescue Future Industries has signed a Master Development Agreement with the Papua New Guinea government to undertake feasibility studies to develop up to 7 hydropower projects and 11 geothermal energy projects, including a hydropower project along the Purari River on the nation’s southern coast.
JAGCON Group worked with Fortescue Future Industries to conduct a feasibility study on tunnelling concepts for several potential hydropower project locations. This included assessment and development of conceptual tunnelling methods and support types, cost and program estimates, and constructability evaluations and optimisations.
